THIS IS AN OFFICIAL NOTICE OF THE NUNARPAK INDIGENOUS PEOPLES TO INITIATE THE PLANNING AND CREATION OF THE NUNARPAK GENOCIDE CONVENTION (also named earlier as the Turtle Island Genocide Convention)
The Kasgit Council of Elders (KCE) is an Inherent Traditional National Iupiak Government that represents the Inherent Traditions Provincial Iupiak Governments of the Iupiak Peoples and Communities who govern themselves using only the fundamental, inalienable Iupiak Human Rights, Provincial and National Governments, Powers, Authorities, Lands, Resources, Waters, Laws, Boundaries and Jurisdictions that our Iupik Ancestors, since Iupiak Memory of Time, have passed on to our Iupik Peoples and Nation. Since 1986 our Iupik Elders have worked diligently to officially and legally documented, record and adopt the written Memory and Oral History of our Iupik Peoples and Nation Inherent Traditional Iupiak Rights, Provincial and National Governments, Powers, Authorities, Lands, Resources, Waters, Laws, Boundaries and Jurisdictions. All of the above are based on the official and legal Iupiak facts and interpretations called NUTMLAK. Nutmlak 1st means INHERENT, Inherent because every thing about who we are, our Iupiak Human Rights, Provincial and National Governments, Powers, Authorities, Lands, Resources, Waters, Laws, Boundaries and Jurisdictions have been passed down to us by our Iupik Ancestors. Secondly (2nd) it means that since we still have continued to use and practice them they have become our Iupiak Traditions.
We have provided some of the International Indigenous Peoples, Communities, Nations, News Media, United Nations, United States of America (a foreign colonial government), and the Organization of American States (OAS) with the above appropriate Iupiak documents.
During our quarterly KCE General Membership Meetings on January 20-22, 2005 at Niugtak (Newtok), Alaska meeting the Elders directed the KCE Executive Council to set up a meeting to initiate the Nunarpak Genocide Convention which our KCE Elders have determined is needed to holistically heal all of our Nunarpak Indigenous Peoples from the directed, blessed, planned and purposefully executed foreign Acts of Genocide against our Nunarpak Indigenous Peoples. The dates for this meeting are set for March 31, April 1 & 2, 2005 at Kasigluk, Alaska. The Kasiglurmiut Kinguarchimalriatgun Kaunkistit (the Kasigluk Traditional Elders Council) of Kasigluk, Alaska are the proud host for this historical Convention.

The KCE Elders also directed us to contact other Indigenous Peoples, Communities and Nations who have worked on their Indigenous Human Rights, Sovereignty and the healing of their Peoples to invite them to send their official Indigenous Representatives and Medicine Peoples to Kasigluk to participate in the initiation of this Convention.
Henceforth, with this notice, on behalf of the Kasgit Council of Elders and the Kasiglurmiut Kinguarchimalriatgun Kaunkistit, the KCE Executive Council Hereby invite all the Nunarpak Indigenous Peoples, Communities and Nations to come and participate in the planning and initiation of the Nunarpak Genocide Convention.
