Alaska Inter-Tribal Council : Advocating for Alaska Tribal Governments

TITLE: Adoption of the Alaska Tribal Transportation Work Group as a Standing Committee of the Alaska Inter-Tribal Council.

WHEREAS, The Alaska Inter-Tribal Council (AI-TC) is a statewide consortium of federally recognized tribes in Alaska, which share common bond with unique cultures, languages, and spirituality, and traditional values; and

WHEREAS, the Alaska Inter-Tribal Council (AI-TC) was established in 1992 and is charged to advocate for, protect, defend, and enhance the inherent rights of tribes within Alaska; and

WHEREAS, transportation infrastructure is vital to Health, Safety, and the Economic well being of tribal government and their members; and

WHEREAS, the implementation of the Indian Reservation Roads (IRR) Program by the Bureau of Indian Affairs Department of Transportation; and interpretation by the Federal Highway Administration of the IRR Program regulations codified as 25 CFR Part 170 as well as policies established by other transportation agencies has created impediment for tribes trying to address the transportation needs of their communities; and

WHEREAS. the Alaska Tribal Transportation Work Group (ATTWG) a voluntary organization was formed in 2002 to provide a forum and communication network for individuals concerned with addressing transportation needs of Alaska tribal communities; and

WHEREAS, the individual participating in the ATTWG have preformed their efforts in good faith, but have not represented themselves as speaking on behalf of Alaska Native Villages or Tribal Organizations or represented itself as anything other than an organization of volunteers concerned the transportation needs of Alaska Native Communities; and

NOW, THEREFOR, BE IT RESOLVED that Alaska Inter-Tribal Council adopts the ATTWG as a working committee of AITC to provide comments, recommendations or options of AITC with the goals of improving tribal participation in transportation programs and improving the quality of life in Alaska Native Communities; and

BE IT FURTHER RESOLVED, that this resolution shall be the policy of Alaska Inter-Tribal Council.

CERTIFICATION

The foregoing resolution was adopted at the 2007 Annual Convention of the Alaska Inter-Tribal Council, held at the Millennium Alaskan Hotel, in Anchorage, Alaska on December 4, 2007 with a quorum present.
